SOLVED!!!!!!!!!!!
Back when I originally had this issue, i just threw a button on there and gave up on the EpiCombo. Recently, I ran into this issue again on the Job Entry screen. By pure luck, I found a fix:
While in Developer Mode, open the screen that contains your Glitched EpiCombo.
Do not open the Customization Tools Dialog, simply navigate to, and select the tab that contains your glitched EpiCombo.
Move the tab that contains your EpiCombo around, while doing so, save the layouts (toolsà Save Layouts) (Note: when you save the layouts while IN Developer mode, it is NOT a personalization; you are actually customizing the screen).
Then, put the tabs back in their original order and Save the layouts one more time. The Glitch should now be gone.
Note: If by chance this does not fix the issue for you, there is a sloppy way to fix this as well. I noticed that the ReadOnly anomaly would not happen if I opened the screen, navigated to where the dropdown was and then entered a value that would get the screen to load. So what I did was loaded the screen in developer mode grabbed the tab that my dropdown was in, and moved the tab to be the first tab. That way, whenever the screen would open the dropdown that was messed up would be displayed first. For some reason displaying the glitched EpiCombo, before the screen loaded any data fixed the ReadOnly issue.
I discovered the fix above because I got curious thinking that changing the layouts in developer mode (thereby saving the changes to the customization itself), might have something to do with this glitch. So I played around with moving the tabs and Saving the Layouts while doing so. All of a sudden I noticed that the ReadOnly glitch just went away, whether the tab was displayed first or not.

OK after taking everyone's input and hitting this again, I got a tiny step further but it's still not working.
I disabled the dropdown in the Cust Tools Dialog, and wrote script that enables/disables the dropdown in regards to 2 UD fields being NULL or not. My idea was if the screen thinks it should be disabled all the time, then I'll force it to enable/disable to get around it.
Result: It worked the first time, but went back to being readonly
after closing/opening again: didn't work. Went and checked to Cust
Tools Dialog and found that Epicor switched it back to being Enabled.
So then I created a Load event that Disabled the dropdown.
Result: It works... but not really. Get this, BEFORE loading any customers into the screen, I navigate to the tab that this dropdown is located. There I see that it is disabled. Then, I load a customer and navigate back and the dropdown WORKS. If I load the Customer Maintenance screen, load a customer, and navigate to the dropdown... it's read only...
So it works, but the users would have to go to the tab where the dropdown is located each time before loading a customer... which is ridiculous. I also need to add, that the tab that this dropdown is located in is a Customized tab that I added with the Sheet Wizard
(could this be the smoking gun?).
This dropdown is about to become a search button... just REAL frustrating! This doesn't make sense to me.
