We will be upgrading to 2024.1 and gradually moving away from the smart client to the web browser. Everyone that sees the web browser colors hates it, Has anyone been able to update the color scheme on the web browser so it looks like the smart client?

The only way to theme is based on browser plugins at the moment, as far as I am aware. For example:
It does look like they plan to implement some kind of theming support, but I expect it to be much more limited than classic or what you could do with a browser plugin:
