Vantage COM Server

I just installed Vantage COM Server and as soon as I start the services it's
giving me an error:
"msgOpen: unable to open messages file: PROMSGS"
Has any one had this problem or has installed Vantage COM Server?
Customer Portal Installation instructions are not totally complete and any
help will be appreciated.
