Vantage ADMIN Tool Error

Recently we installed Vantage application on our TEST system with SQL 2005 as DB on Windows 2003 OS. Everything went smooth except the Vantage Admin tool that gives the following ERROR and closes teh admin tool. We are not able to open ADmin Tool at this moment.

** There is no server active for database mfgsyssh on -H ERPTEST -s 8300 (704)


Any suggestions to address this error ?
