So just to update this in case someone encounters the same problem...
It appears the Copy Order function is behaving incorrectly when an order has job links.
It copies the field OurJobQty to the newly copied order, even though the new order does not have a job yet. Then when you create the new job on the copied order, it adds the new job qty to the old OurJobQty causing the number to inflate for each copied order.
The program support gave us for a data fix shows the problem has been happening for 3 years data wise, but we didn't see the errors on the qty pulled into the packing slip appear until we did a fresh install on a new server with the .410 patch.
