Make sure the database is not running.
Change to the drive on the server that contains progress and the database.
Then cd to the folder that is to contain the database.
In this example the drive is the D drive. The folder is d:\epicor\mfgsys61\db
the database will be mfgsys.db
the backup name to be restored is mfgsys.1 and the backup is in folder d:\epicor\backup

d:\epicor\prgs91d\bin\prorest mfgsys d:\epicor\backup\mfgsys.1
