We have experienced this since going on Vantage (812) and it has gotten a little better with each new release (now 404A).
The 'other user' is you. Older (sploppily coded) apps automatically make db changes upon load (could be a simple audit log record add) in the background and the author of the code snippet failed to include otrans.refresh() statements (to update the UI form) after these background activities were otrans.update()'ed.
Smilarly, if you have customizations in place, your own code may be failing to refresh after a transaction/db change occurs.
Now on 404, the only remaining prevalent case is when printing (say a PO or Job Traveler). The launched print form/action fails to refresh the main form upon completion/return (which has had a 'last printed' date written to the header record). Without the auto refresh, you get the message as the screen non longer represents accurate data.
You can trap some of these annoyances with vb customizations that detect completion of the called process and then perform a simple otrans.refresh().
You likely DON'T need to perform the Dump & Load process (epicor's patent answer when they have no idea what the problem's solution is).
Upgrade and much of this goes away.

Just an fyi and asking checking with users on the forum who may have recently upgraded from Vantage 8.00.81x to 8.00.812 and/or 8.00.812A.
I applied the Service pack and hotfix earlier last week. The database and server has been shut down several times since then. We started noticing errors where we get Record Lock errors such as “Record is being modified by another user and couldn’t be updated. Please press the Refresh button and re-enter your changes†dialog box.
Expanding the detail shows which table, which method and which field. Clicking the Refresh Button and re-entering the data yields no change except for the same. I even got all users to log out and I was the only user in the system, trying to modify a sales order. In this example, we were trying to modify a sales order line Comment when we get this error.
I called this into Epicor today and they said it was a known issue for this upgrade and could occur in any module of Vantage.
When I asked about a fix, they suggested a “Dump and Load†process. I have not done this before and don’t know if other have done it solo.
Just checking to see if users have experienced similar problems or seeing if the Epicor call support person tried to blame the issue on how you did the upgrade (this after she told me it was a known issue, then in the same breath said "maybe you did the upgrade incorrectly or had a problem with the upgrade"- (I wanted to say "Yes I had my eyes closed and I was just pressing keys"- forgive my sarcasm here about customer support)
