We are looking into upgrading to version 8.0x. We have a copy of 8.0 and have successfully done an upload of our data from 6.1 to 8.0. We now want to load in 8.03 and transfer "latest" data to 8.03.

Can I easily upload data from 6.1 directly to 8.03 or 8.04? If so, how?

What I am being told is you have to go from 6.1 to 8.0 to 8.03 ... so 2 steps instead of 1.

Also, curious ... is 8.04 upgrade more of a patch type upgrade or is there more too it.

No, you must go through a schema change from 6.1-8.0 then another one
from 8.0-8.03. I don't know if you can go from 8.0-8.03.400 because I
didn't do that upgrade so I don't know if there is a schema change to
run through. .400 is more of a patch, it's not nearly as time
consuming.

Yes, you have to do a schema change and conversion for each version
change. So you'd need 6.1->8.0, 8.0->8.03.305, and then 8.03.305 ->
8.03.400

It's a full install, complete with a new version of Openedge. The only
reason I found it less time consuming was because by the time I got to
the conversion to .400, I'd already done so many conversions, I was
getting good at it.
