Uninstalling Progress 9.1A standalone

Go into control panel, and look in "services". I'll bet the "Admin
service for Progress XX" is running. Stop it and then you should be
able to un-install Progress

I installed Progress 9.1A on a standalone NT 4.0 workstation. Now I want to uninstall it. I disconnected the database in the Progress Explore Tool, and I uninstalled the emanufacturing software. But when I try to uninstall progress, I get the message:

"unINstallShield has detected that 'C:\EPIC50\PROGRESS\bin\procfg.dll' is in use. Please close the application using this file and launch unInstallShield again."

Can anyone tell me how to free up the procfg.dll file? Or what I'm missing?
