Turn off Primary Sales Person on Quotes

I would to see if this is possible. Is there a way to turn off the mandatory requirement on quotes for the Primary Sales Person. Our process does not allow for every quote to have a sales person. This could cause data reporting issues.

What are people ideas on this.

I think if you have CRM, this functionality is inherent.
You could always create a dummy salesperson that is the default for all territories/customers, which is where the Quote inherits the primary sales person from.
