I've seen this error numbers of times - each for a different reason. Bad Backup (you tried that), vantage.st file pointing to wrong place, Service name missing or incorrect, wrong directory in Procontrol/Progress Explorer. Admin Service not running, etc. Hard to tell what is specifically wrong without going through each element of the install.

Hi everyone.
My Ver5 database on my test server won't start. I can connect, the DB will
start, then it will try initializing and after a while it will give the
message "Startup of database local host 20931: Epic50 timed out.
I have reinstalled Progress - (patch 26), Reinstalled Vantage (patch 331),
tried 2 different backup files (prorest) from the live server, and have
called support. No luck.
Has anyone had this problem?
