That message is generally related to the service port your Alerts are using... and is really just a nuisance msg.
If you're using Alerts check:
System Management - Configuration Maintenance - Company - Email Configuration: Email Link Port ex:"6125"
Chances are something is using or blocking that service port. You can check by running from a cmd prompt: netstat -na
Spryware, malware, etc are known to use those ports as well.
