There IS a problem when you change job quantities now (since the feature/bug
about having to schedule the job before purchasing sees suggestions).
Instead of changing job quantities, we now have to add new material
sequences to add material to the job. Sometimes rescheduling works, but it
seems testy. Not good for us.

We're trying to discover why our Time phase doesn't show certain parts as
being short, when it should be showing it.
The job requires 24 of Part A. 23 have been issued (confirmed in
Transaction History). However, the Time Phase is not showing a shortage for
the part. This is now happening several times a week on various parts. In
some cases the Required Quantity for the Job is changing in midstream.
Are we doing a procedure wrong, or is there a bug in Time Phase that is not
showing us the shortage?
