Is there a way to transfer access scopes from one DB to another? I created one in my test DB and am going to be moving it to live. I didn’t see anything in solution workbench. Is there a way to move the access scopes? Or do you just have to re-create manually?
Not in 10.2.500 
You can do it via REST though.
