The way we do this is similar we create a resource group for each operation and we assign resources (people) to the resource group based on how many people work that operation. The resources are given calendars based on the entire workday (avg 96 hrs) based on 2 shifts and overtime. this way it is scheduled as you want it to be. if there can be more than one person working on different jobs at the same time you can set that up in the resource group also. in the job you can also say how many scheduling blocks to assign.
