Quote - ID references invalid value

I remember getting this error a while back in a test database. Check to see
if you have a Quote 0.

We are trying to enter quotes into our application. When the customer is
selected and you try to save the form we get an error message that says "ID
references invalid value."

Could someone please explain what this means, I can't find anything about
this error in our user manual.
