If you want the time quality spends and the cost, create a job operation
sequence and work center for them. They may have to enter the entire
quantity even though they are just checking one or two. Your QC people would
clock in when they start and clock out when they finish. If they find a
problem then parts could be entered in nonconformance entry, etc... This
might be good also for scheduling purposes.
