So I have ran the Production Detail Report (PDR) on this particular job. The setup hours do not match the actual clocked labor. (see pics). I have pulled a sql query to show the hours by labor type so far for the job.
Production hours = 9.55
Setup hours = 10.30
So why does the PDR only show 1.00 of setup?
See if the labor status was approved (Submitted) in the labor entry.
LaborDtl.TimeStatus field:
Are any of them Downtime?
All labor approved.
Not sure, let me see how to check it

Did you ever figure out what the issue was? We have this as well.
Are you seeing this incorrect totaling for all Jobs or is it isolated to a specific Job or set of Jobs? Do the detail values shown on the report match the labor reporting? What does the Activity reporting on the Job show? These may all be questions that you have already looked at but it is where I would start. I find it odd that the value reported is 1.0 hours. Odd in that none of or do any of the reported setup hours add up to 1.0 and that it is a nice round value, it is like it is the estimated hours. If you have more information available, we may be able to provide more insight.
