Shirley,
You couldn't have stated deliver performance measurement any clearer. I
agree 100 percent. I would add if your company can single out your largest
customer or customers then try to simulate how they measure your
performance. Hard to argue with this kind of logic.

We have one too that is written very specifically for us. As Todd says
shipping performance generates more debate than Arctic Drilling, Social
Security, Gay Marriage and fair elections combined. The first thing that
happens if someone doesn't like the results is to attack the report. Then
there are "special" customer considerations. Then there's interpretation of
"What is ON TIME". Whatever you use be prepared to change it again and
again, because if the number is bad the report is going to be the first
thing attacked, then its your turn.

We have one but it is insanely complicated. On-time delivery is a "hot
button" subject at most companies. It pits production (juggling jobs)
against Sales (making promises) against Purchasing (material lead time)
against Shipping (scheduling carriers). Everyone has a special interest in
how it is measured so it gets real political. Exceptions get made about
what counts as late or not - which orders to deduct from the total and so
forth. It can tax the skills of the best of report preparers. Sometimes
it's best to just make a guess and pull a number out of the air - unless you
get audited of course.
