Todd,
I've been fighting this battle for the last 2 months. In our case it's
private emails with "Nasty" attachments that have no business coming into
the company. Company policy states NO private email. Lots of good that
does.
We monitor emails and when I see crap coming in we put bi-directional blocks
into exchange on a point to point basis. So I can block Joe sending or
receiving crap from Sam, etc. It's tedious but I think ( sometimes ) that
we are winning the war. A small percentage of people are responsible for
most of the trouble and blocking their emails seems to get their attention.
You can't do this by type of attachment but it does work.
FYI - Blocking addresses does seem to get peoples attention that we are
serious and once I've pounded on a person they seem to behave themselves
from that point forward. You have my sympathy ...

MS-Exchange: To block emails from a specific person to a specific person.
Phase 1: Initial Setup - Create a "System" folder to hold all external
addresses to be blocked.
* Click on Company folder at the root level. This is located
underneath the main company folder and contains the "RECIPIENTS" folder.
* From menu bar click on "FILE / NEW OTHER - RECIPIENTS CONTAINER"
* Enter the folder name as XXINT and the directory as XXINT and click
on OK
Note: These could be in the "Standard" recipients folder but it makes it
easier to find them if you put them in a separate folder.
Phase 2: Add blocks as required.
Step 1: Setup the "External" internet address and block traffic from the
internal email address.
* Click on XXINT folder to add a new system level recipient.
* From menu bar click on "FILE / NEW CUSTOM RECIPIENT"
* Specify address type is "INTERNET" and click OK.
* Enter the external email address you want to block. Then highlight
it, press Control-C, and then click OK.
* Use Control-V to paste the same email address into the "DISPLAY" and
"ALIAS" fields and type the person's name of the internal address we are
blocking into the "TITLE" field for documentation.
* Click on the "DELIVERY RESTRICTIONS" tab.
* Under "REJECT MESSAGES FROM" click on LIST and then click on MODIFY.
* Add the internal email name to the "REJECT MESSAGES FROM" column and
click ok
* Click APPLY and OK to complete this transaction.
Step 2: Update the "Internal" mail address to block traffic from the outside
internet email address.
* Click on the "RECIPIENTS" file to access the standard company email
list.
* Double click on the internal mailbox/account you want to lock down.
* Click on the "DELIVERY RESTRICTIONS" tab.
* Under "REJECT MESSAGES FROM" click on LIST and then click on MODIFY.
* Change the "SHOW NAMES FROM" dialog box to point to the "XXINT -
RECIPIENTS" folder.
* Add the external address to the "RESTRICT MESSAGES FROM" column and
click OK.
* Click APPLY and OK to complete this transaction.
Note: The only "External" email address that will show in the XXINT folder
are the new ones you have just entered. Once you complete Step 3 they will
be hidden from this step.
Step 3: Hide the "External" internet email address so that it does not show
to Outlook users as a valid email address.
* Click on the "XXINT" folder to access the system recipients.
* Double click on the external mailbox/account you created in STEP-1.
* Click on the "ADVANCED" tab.
* Click ON "HIDE FROM ADDRESS BOOK"
* Click APPLY and OK to complete this transaction.
Note: If you want to see the hidden email addresses in the XXINT folder
click on the XXINT folder and, then from the menu bar, click on "VIEW /
HIDDEN RECIPIENTS"
Note: If you want to allow traffic between the two people but want to block
ANY attachments ---- do not reject msg's either way --- just set the max msg
size to 10K on the outside address and / or the inside address. You can
limit incoming or outgoing or both.

Hey group is there a way to not allow certain file types to be forwarded
to a mailbox on Exchange 5.5? We are getting bombarded with large file
attachments, mostly mpg's, and need to stop it. Any suggestions besides
beating users on a regular basis?
Thanks
Todd
