OE Error during Upgrade

We are in the process of upgrading from 8.03.410 to 10.1.600. We are trying to install OE 10.2a on our E10 server to then run the DUU. We installed the initial rl102a.exe program for the base 10.2a with no issues, but when we try to install Service Pack 3 for OE, we are getting the below error message. We are trying to install the 32bit version of OE on our server which is running windows server 2012 R2 and is 64bit.

I did what the answerbook said to do and I am still getting the missing ‘DLC’ error, any other ideas?

Weirdly the registry path the answerbook specifies did not exist on our server under the hkey local machine _ Software. I had to create the ‘PSC’ and ‘PROGRESS’ folders I then added the ‘DLC’ string value as well as the others in this screenshot. I have tried restarting the server and re-running the SP3 install and I get the same ‘missing’ DLC error. I mirrored the folder naming after the values I saw in the hkey current user paths.

Yep that was it! DLC was missing from ‘startup’ at the path you posted. Weirdly the answerbook does not mention this path.

Update to this, even after adding the DLC key in. I am still having problems getting OE to work on this server. I found another article stating that 10.2a is not compatible with windows server 2012 R2, and I think that’s my problem. I keep getting errors during the OEManage Install, and even clicking by them, when I try to launch the web page to login to OE Manager, it will not connect.
