When trying to add Maintenance Operations under Setup as I attempt to save and close the or even clear the form, I get a “schedule requirement must exist” error and I can’t close it. When I click on the “scheduling requirements” tab there are no selectable fields to input any information.

I think we will need a little more info from you. Are you trying to add an operation in operation maintenance?
Typically this means that your Maintenance operation is looking for a Resource or a Resource Group. Go to the Maintenance Operation program and make sure all your operations have either a Resource or Resource Group linked to them.
You should create a resource group and then creare resources, I’m working a lot with resource Group.
in the main menu tree if you scroll down to Service Management> Maintenance Management > Setup > Maintenance Operation. When I click on maintenance operation it brings up the Maintenance Operation Maintenance pop up. I type a code into the operation field and click operation. It says record not found. Add New? I click yes, fill in the description and the text field of the Detail tab. When I click save and try to exit whether to move on or to create a new operation I get an alert that a scheduling requirement must exist and it won’t close unless I exit Epicor completely.
If I click on the scheduling requirements tab the 3 sub tabs are dull grey and none of them have any selectable fields to input any information.
What you are explaining is the normal functionality. You need to use the New menu to select one of the three choices of New Capability Requirement, New Resource Requirement, or New Resource Group Requirement.
