After sending that email I started thinking about it - and I think you are right. It only has PO price at the time it would be transacted to STK or to a job as MTL.

I don't think Last Cost gets updated if the Invoice directly charges the Job for the Material and doesn't go into stock. Thats what I been seeing on my end.
