I am not talking for each of the operations. But at the end of the report where it says Estimated Setup and Production Hours and next to it Actual Setup and Production hours are listed

One would think all you would do is to add the Estimated Setup and Production Hours and divide by the Actuals.

But NO...I can't get it to even come close doing it that way.

What Vantage logic am I missing here.

It uses Earned Hours. If I am in the place you are referring to then the
crystal formula is:

if Sum ({JobOper.ActProdHours})= 0 then 0 else
(Sum ({@EarnedHours})) / (Sum ({JobOper.ActProdHours}))* 100

Look at LaborDetail to see if there is an estimate cost versus actual cost bucket (not hours). It could be doing dollar math (and actual dollars aren't always one to one with hours if you split burden, etc,).

Another crazy possibility: Set up is non-value added cost. See if the %'s add up with set up left out.

I think these might be rounding vs. truncating issues in display and calculation also. I think I played around with this some years ago and satisfied myself that's what was happening but I don't remember exactly. As I recall, estimated and/or actual hours were the total of truncated and/or rounded values but the eff. pct calculation was totaling each instance of these hours out to 15 or so decimal places and calculating from there (or vise versa).

I can't figure out where the 54.15 is coming from..

This is at the end of the report just about the Profitability Area of the
report

Earned Hours can be off too (in 6.10 anyway). Many times when I manually
calculate it using the exact formulas given it will not match the value on
the Labor Detail. Working with Support our best guess was something in
Labor Edit was depositing incorrect info. But I had many cases where the
Earned Hours manually calculated should have been 8 hours and the value in
the system was randomly wrong...like 14.3 hrs, even when the quantity
produced was almost exactly as estimated. Since it was easy enough to
calculate it myself (and 6.10 will never be patched again) I just stopped
using the value in the system. I hope this has been fixed in later versions
but since it was never acknowledged as a bug it probably wasn't..

You may want to look in to earned hours. Although the report may not
display this in the detail the formula at the bottom is calculating from
this and this is a hidden field in the report.

Here are the earned hour calcs:

For Production:

If the Run quantity > 0: EarnedHrs = EstProdHours / RunQty x LaborQty

If the Production Standard is fixed hours: EarnedHrs <= EstSetHours -
ActSetHours + SetReworkHours - Burden Hours for this labor detail record

If the operation quantity = 1: EarnedHrs = Operation Hrs Remaining
(EstProdHours - ActProdHours) or Hours Worked (BurdenHrs), whichever is less

For Setup:

Setup Not Complete: EarnedHrs = EstSetHours x SetupPctComplete or
ActSetupHours, whichever is less

Setup Complete: EarnedHrs = EstSetHours - ActSetHours + SetReworkHours -
Burden Hours for this labor detail record
