In three years, this is a new one to me.
I think the culprit is that we added a new last operation midway through backflushing and returning and job adjusting. The job adjustment for -5 on the operation when only 4 EA material was issued was the nail in the coffin.

Also, backflushing on the job closing screen fixed it–it issued 2 EA to go from -1 to +1.
Not sure I understand your predicament exactly but…
I have found that toggling the Job Mtls(s) backflushing setting - somehwere in my correction sequence will help me get the final results I’m looking for.
Where my correction sequences have involved reversing transactions to get back before the error state (e.g. the labor hasn’t been posted yet), then redoing trans with corrected values
or I have also used Job Adjustments exclusively.
Either way, when I get a weird one like this, I always make a fresh copy to Test and verify my steps.
