Sorry for not responding to this e-mail. I Was offered a lot of assistance over the Sunday (Panic mode to be live the next day). I received some support from Ben Nixon on the Sunday, and magically things worked fine. The final analysis on the issue was as simple as the Target Directory on the properties of my Vantage Admin icon included "~", which of course made nothing work. Ben identified this and I was off to the races.
Thanks to all for your assistance last weekend. We were live on Monday morning. I've never been paged so many time in my career. Still struggling with a few issues, but for the most part things have settled down. Lot's to learn....

The PF files never get installed to the client803 folder, the icons that are
created by the installation program are created WRONG and need the correct paths
manually created to point to the mfgsys803\server\ config folder.
The admin and schema tools can only be used on the server, not any other PC
unless the whole admin tool set is done, and even then the PF files need lots of
editing.

Mark, I am logged in as Administrator. Ben Nixon set the server up with us 2
years ago as we bought it specifically for Vantage. I am changing the security
on the C: Drive as it has what appears to be special permissions for
administrative reasons. I am going to re-apply.
The issue still seems to be with the mfgsys.pf file. Is it suppose to be in the
c:\client803 directory? It isn't. I logged into another computer yesterday, did
a fresh client install and added the progress client as well. (This is needed so
I can perform a schema change and access the administrative functions of
Vantage). It still gave me the cannot open mfgsys.pf error

One quick question. My server will not let me delete the C:\client Directory.
Says it is protected or something along those lines.. Even after uninstalling
the Manufacturing client, I can't get rid of it. As a result I am not able to
re-install the manufacturing client into the C;\client directory. I have to make
up a new directory to proceed.
Thoughts?

There are some registry keys also that you should delete for uninstall of
8.3.4x. Anything at:
HKCU\Software\ PSC\
also
HKLM\Software\ PSC\
These had me banging my head for hours because multiple reinstalls wouldn't work
