Help Desk workflow assignments

We are using the Epicor Help Desk and its workflows.
We have two Customer Service people.
When a new case is created, workflow added, and go to tasks, we find that Cust Svc "A" is in the "Assigned To" field.
You would think that it would fill that in with the Current User. The problem is that when the other CustSvc "B" creates a case with workflow, the Cust Svc "A" is filled in.
Both are members of the workforce and each is assigned to all Sales Territories.

Any idea where the "Assigned To" gets filled from?
