Global Scheduling gone wonky - Vista 8.03-409c

This has been happening for a couple a weeks. Calculate Global Scheduling did run normal. Priority codes have not been altered in any way.

The jobs that do not schedule are all for the same customer that had the receive time. It occured to me that if I lock those jobs the scheduler would ignore them. Would it resolve the issue (without actually solving the problem)?
Please bear in mind that I am a scheduler, not an IT person.
