I found that if you use a Crystal Parameter to prompt the user for anything, then you have to preview the report first or it errors out.
Although I will assume you NOT prompting the user, so my next guess would be multiple data sources. i.e. the xml source got set to two different sources. (I think someone else already suggested this and I would agree with them).
