I’m new to Kinetic, Epicor our company integrating our kinetic with avalara so here is the issue we have a web application from which users will create sales orders as we are incorporating Avalara I found it is calling setreadytocal post api when we click on calculate tax I see if there is no misc charge it is calculating tax for order amount there is misc charge on order it is taking taxable about as misc charge amount

We don’t do taxes via Epicor, but this had me curious.
I would look at your settings in Company Configuration. The Field help for “Ready to Calculate” mentions that IF you’re using Avalara, you need to set some parameters on the Tax Interface tab:
On that tab, if the “Tax Calculation Enabled” box is checked, it looks like Avalara takes over the calculation. So… I have to assume that actual calculation rules are set up/controlled on the Avalara side of things (which I can’t see, as we don’t use that service).
But, I guess I would start by reviewing the Company Config settings and then explore the settings on the Avalara side… but not sure how you do that portion.
