I’m not familiar with that software, but POP3 and SMTP protocols are used to provide the ability to receive and send email messages/notifications. The field used for POP3 and SMTP would normally be filled out with the IP address of a local or remote exchange server or email server. In this manner the software knows where to route the notifications through.
If you don’t have a local exchange or email server, then you can get this information from the email service provider if you are using Exchange Online or Google Email Services for business.

Looking for some guidelines on how to fill out the POP3 and SMTP Server configurations
The most helpful Installation instructions "Install and Configure Epicor Social Enterprise" (Page 36 section 7.5) Says:
"To obtain the settings, review the mail server documentation or contact your mail server administrator"
I have no documentation......
Are they referring to a SMTP server service set up on the ESE server or a organization Exchange server?
any help would be appreciated.
