The easiest way is to use one of the databases installed by E9, you should have 4 total.
(Look in Progress Explorer to verify.)

Live (production DB)
Pilot
Test
Training

I would use the Pilot or test for your purpose.
You can use similar syntax as you did for Vantage to copy your E9 live DB to E9 Test or Pilot, just change the paths in your batch file or CMD entry so they are correct.
