Epicor 9 Non-Conformance question

Question how Non-conformances work in Epicor 9. This is what the quality person sent me.

I’ve just created the following Non-conformance from a PO (Received Part). There was 15 pieces received and I accepted 14, rejected 1. The DMR (#3256) is only for 1 piece as you can see in the 2nd print screen below; however, the non-conformance has a quantity of 15 as if the complete shipment was rejected. This is the first non-conformance that I’ve ever checked after creating it from a PO# (Purchased part).

and then again here.

Here is one more example from an IR that was created on 2/24/15. Only 1 piece failed and 49 were accepted, yet the Non-conformance was for the full quantity (50 pieces).
We are trying to understand why the non-conformance is for the full quanity and not just the failed parts. Any info or documentation would be great.
