The PART MASTER / DUPLICATE feature will copy all the part master record
fields such as part class, group, costing method, etc... Which would
eliminate the need for your step of "creating a new part" before you check
it out.

Maybe I'm misunderstanding you, but you can duplicate a part by ceating a
new part and checking it out to the EWB, right click on it and 'Get Details'
from 'Methods of Manufacture' and choose the part and revision you want to
copy from. If your source part is a configured one remember to tick the
'Include Configuration' box and it will copy the entire configuration as
well.

Would be ideal for mirror image parts (left side,right side) where
engineering changes to one way virtually always get made to the other since
they are identical except for direction. Also for parts made for multiple
contract manufacturers but under different part IDs and with slight
variations. I think we would vote for this.
Question would be whether it would have to (or could) "check out" the newly
duplicated part so that it would then have to be approved and "checked in".
The check-out/check-in and operation renumbering process as been shakey
enough in the past (in 5.20 anyway) to warrant caution if messing with it.
