Back in Vantage 8 there was also a tool called SQL Explorer that would
allow you to run SQL queries against the Progress database.

I think it was excluded from E9 but I thought there was a command line
version.

Do you mean the PET? It has been replaced by the OpenEdge Explorer, if
that is what you mean its located on the epicweb under 9.0x -> Third
party Products -> OpenEdge -> Windows -> select 32 or 64, then its
listed as OpenEdge Management and Explorer. I found it gives errors if
you try to install it while any of the DB's or app servers are running.
