My guess is that this is a known bug.
I had a need for something similar where the GetTableData.p was too limiting because it only worked with one table.
I ended up making a modified version of it to return a dataset based on a query that joins multiple tables.
It works pretty nice.

I haven't tied a dynamic list to a BAQ but isn't the Criteria tab used
to define the criteria to apply against a BAQ?
It looks like you can specify as many criteria as you like.
