Turns out I had the application pool user set incorrectly. When I set the application pool to use a custom account and made sure that account had access to the report db it started to work.

To the SSRS experts,
I am setting up E10 and need some help setting up SSRS reporting on the SQL server. Whenever I run a report it errors out with this exception "Program Ice.Services.Lib.RunTask raised an unexpected exception with the following message: RunTask: The request failed with HTTP status 401: Unauthorized.".
I can browse to the SSRS report manager website with no issues, I can see all the reports etc. I didn't get any errors when setting up SSRS but interestingly if I try to override the SSRS setting in company maintenance the "test Connection" button verifies ok but when I click save I get an error that the connection failed.
I must have some permission wrong somewhere but I am not sure where.
