I just have a quick question if there is such a thing if we could package up the Attribute Maintenance code just like the UDcodes in Solution Workbench.

Not yet.
Only ICE records can be directly packaged at this time, not ERP data. We have a work around coming in 10.2 but nothing to speak to at this time.
