Duplicate material queue sequence number

Hello,

When analyzing data from fulfillment workbench operations we are noticing instances where order allocations have the exact same data including the material queue seq number. The only difference between 2 allocations of the same order is one is 1 second after the other. Any idea what could cause this?

Disregard, there are not duplicated in the actual table. Its just in our auto generated 940 txt file.
