Does Payroll Manager have to be a Security Manager?

We have our security set up on a more micro-level than Epicor out of the box.  I have groups assigned to the individual menu items.  This way general users don't have access to "setup" tables or access to reports that may have financial or confidential information.  The thing to be aware of when doing it that way is that if you give access to a menu item, you have to give access to each parent item above it.

We are in the process of setting up E9...Here’s the scenario. We have setup an "HR-Payroll" group that has access to the Financial Management module. User “Test” is a member of HR-Payroll. Test is also a payroll manager.



But with this setup, “Test” has no access to anything in Finance. The only way to get them in is as a Security Manager.



Epicor Support confirms that this is the required configuration!  This doesn't seem reasonable to us...has anyone out there been able to do this without giving access to the entire system?

Our payroll/HR person isn't marked as security manager and has no trouble with access to payroll. She doesn't have access to any other other financial areas, just payroll. We converted to 9.05.701 from Vantage 8.03.409A where the same setup also worked fine.
