There is one related problem I've encountered. You can not delete a user
defined menu item (like you might create for report builder reports) if a
user has a favorites item pointing to it. You can use report builder to
determine the culprit. But if it is a deleted user, you have to re-add
them, delete the favorites, and re-delete the user to get rid of the menu item.
