Dashboard panels

Can someone enlighten me on how to reposition panes in a dashboard?

for example, adding a query positions a grid on dashboard. Now adding a tracker view to select the data to be displayed in the grid positions the tracker view below the grid panel.
I want the tracker view above the grid panel. When I try to drag it up, it creates a tab along side the grid tab not what I want

I usually go the other way and drag the grid down, instead of the the tracker up. It seems to be easier.

While clicking the tracker, drag the mouse to exactly the query line (I do this slowly so the UI catches up), then let go. That seems to work for me. If I am off just a little, it creates another tab.
