Customer Primary Billing Contact

Where is the field under Primary Contact > Billing under the Contacts > Detail found?

Hopefully, I understood the question correctly (kind of late). The field to flag a contact as the primary billing contact is Customer.PrimBCon

I am looking for that flag on the CustCnt table.

Seems somewhat logical that is should be on CustCnt but it is only stored in the Customer table
