I would like to append some of the code within the base extension. Can I create a new “New Code Layer” and add some additional code to the same function?

You can put customizations on top of base extensions, but if you actually need to interact with the base extension code on a deeper level then I suggest working with CSG.
Will the customisation layer interact with the base code?
You can create a tool-based layer over the CSG Customization Extension. Only with each upgrade, You have to maintain with CSG Extension.
