What version of Vantage and Crystal Reports are you using? I don't think it
makes a difference; just asking.
I am not sure why you are having the problem either. I tried it just to
make sure what we were telling you is correct and indeed does work. I did
the following:
I added a section below the current report footer.
I opened the section expert and checked the "force new page before" for that
section.
I then drug the Order Comments into that section.
I printed the report and the comments did print on a new page following the
current report footer as expected.
The report I was using was a customization of the Vantage SOA with our
company logo added to it. Not much else on the report was customized.
There is one requirement for this: it does require that the SOA only be run
for a single order. If you have a special customization that can print
multiple orders then it will not work correctly. I do have one such
customization. This would require a totally different approach since the
report itself would consist of many orders of which only the comments for
the last order would print.

Yes,
Go into design view, right click on report footer, then format section
and then check the box next to "force new page before".

Have you thought about printing your comments in the Report Footer?
This could force a new page and could print even after the totals.
