There are two type of BPM : Method Directive and Data Directive. Both have their own menu entry.
As per your question, if you want to create a BPM for PartRev table, you want to create a Data Directive. Open Data Directive Maintenance:
BUT, it is highly recommended to try using Method Directives first to reach your goals. They work differently, since they are hooked on a business object instead of a specific table. That makes them easier to scope and control compared to Data Directives, that can be triggered by a lot of different transactions.
