Assigning a Different Resource ID with within the same Resource Group in the Work Queue using the Start Activity Button does not work - Why not?

I have attached a short video to demonstrate the problem described here.

Please see my Bolded Questions embedded in my problem narrative below.

Step 1: I navigate to the Work Queue from MES to get a list of open and scheduled jobs by resource group.

Step 2: I narrow in on a Job assigned to the Resource Group “Bench Work” that has a default Resource ID of BW01

Step 3: I select the row that I want to Start Activity on and when the dialog appears it allows me to change the resource BW01 - Bench #1 to BW02 - Bench# 2.

My expected result when I click the ACTIVE Tabe is that the resource ID is now BW02 - Bench #2

Question 1: Is this how the program was designed and is it supposed to work this way?

Question 2: Can someone running a non-Kinetic version of Epicor ERP or who has used a non-kinetic version in the past please confirm that my expected result described above is the way the program worked ?
