Advice w/Purchase for Subcontract

this works well for purchased material but there's no provision for
subcontract operations.

We are setting up jobs of 50 pieces and we may have 5 jobs set up at a
time. Our purchasing department would like to set up their
subcontracting PO's for (1) year at a time (1600 pcs) as far as we can
tell there is no way to issue the PO for the full amount of pieces
because we don't have jobs set up for the 1600 pcs.

Does anyone handle things similarly to this situation? If so -- what
are some of the things we could do to work around this?
