Add Tab/Panel to Standard Program/Form

I believe it is possible, using the classic programs/forms (I am on 10.2.500.8), to add a tab within the mainPanel, but I am unable to find the ToolBox object supporting just that. Guidance?
The desired end-result will look a little like this:

You will find that functionality in Customization under Wizards → Sheet Wizard
