8.03.400 Install Problem

Antoher good idea unfortunately, I already attempted this with both the local admin and the domain admin with no success.

I had the same exact problem. I did the same things you did and to no avail.
I have a test server that is part of the domain, and was logged on to the console with domain admin.
I browsed the cd for the exe...is obvious by name and size. Did a RUN AS and re-entered the exact same administrator login and password and it installed.
I can not explain it yet, but after getting it to work, did not care to look further...

Is this the Vantage CLIENT install or the server install? I have seen
this on the client install and have had to manually copy the client
folder then run the client from the MfgSys.exe icon directly in the
client folder. This then re-downloads the client and this message goes
away and the client will run normally from the 'desktop/start menu'
icon. Support has not been able to determine why this occurs, nor been
able to explain why my workaround works.

We ran into that same problem just this last Monday. Go into your Epicor Shared Directory. Ours is C:\Epicor. Right click on your shared folder, and set the permissions for Everyone. According to Epicor Support, the permissions for Everyone should all be checked. Check Full Control, Change, and Read.

I ran into a similar problem back when I originally installed 8.03.305. I was able to drop to command line, and execute the server setup file that way. I don't know why that worked when it didn't work with just a double click, but it got the job done.

Next, make sure that you have all the Windows updates done including any
that deal with MS security. Then try to open the file. If you already
have all the updates done or the file still won't open try this next
step.

Go into the Control Panel - Add/Remove Programs. Select the Add/Remove
Windows components and disable Internet Explorer Enhanced Security. If
you can open the file now then the problem is within IE security area.
I don't know exactly what it means to disable this piece so you will
probably have to do further research.
